Objective

Each year, after approval by the Minister for Transport and Energy, Energinet.dk offers PSO-funds for R&D in environmentally friendly technologies for electricity generation. In the period 2005-2008, the annual financial framework is DKK 130 million.

The effort areas are adjusted each year and appear from the annual call for ten-ders. Energinet.dk manages the ForskEL-programme, but does not take part in the R&D activities. The ForskEL-programme is co-ordinated with the other Dan-ish energy research programmes.

Calls

Normally there is one annual call closing in September. Current calls can be found on the Energinet.dk website: http://www.energinet.dk/en/menu/R+and+D/The+ForskEL+programme/The+ForskEL+programme.htm. Energinet.dk receives applications for funding for research as such as well as for development and demonstration projects. Funding is not available for projects which are readily commercial in nature.

Energinet.dk has a special application form, which must be used. The application must include the following elements: 

  • The relevance of the project in relation to the focus areas defined by the call and Danish strategies within energy technologies. 
  • The research potential of the project, including the CV of the project's leading scientist.
  • The commercial scope of the project. Has a business plan been prepared?
  • The project's contribution to meeting environmental targets and fulfilling the need for integrating more environmentally friendly electricity production in the Danish electricity system.
  • Project finances. What is the share of self-financing? Has the project received other funding?

Applications are sent to Energinet.dk's ForskEL network and to relevant energy experts within Energinet.dk for expert assessment. Applications with a research content are also assessed by the Danish Council for Strategic Research (DSF). Energinet.dk then draws up a plan for allocating the funding available for the year. The plan is submitted to the Danish Energy Authority for approval. The Danish Energy Authority then obtains an advisory opinion from the Advisory Energy Research Committee (REFU). The projects are approved by the Supervisory Board of Energinet.dk.

Projects

Each year Energinet.dk publishes a PSO R&D report for the ForskEL programme. The ForskEL programme is Energinet.dk's programme for PSO R&D into envi-ronmentally friendly electricity production technologies. The report contains the final reporting on the ForskEL programme in the past year, a status for PSO projects in progress and a description of completed projects. The reports are available on the Energinet.dk website: http://www.energinet.dk/en/menu/R+and+D/The+ForskEL+programme/Energy+research+reports/Energy08.htm. From 2007 the ForskEL-programme will be reported in a common report to-gether with the other Danish Energy R&D programmes. The report will be published on the Energinet.dk website.
