The general project objective can be divided into six ERA-NET Bioenergy project objectives

1. Create a structure for co-operation: Thorough planning and good progress of the project by the partners, and with high level management responsible for the decisions it will enable long lasting co-operation after this project is finished.

2. Learn from each others programmes by information exchange via a platform for continuous, structured and systematic exchange of national bioenergy programme information.

3. Identify areas of collaboration by networking of RTD Programmes:
   Identification of a set of multinational activities and mutual opening of research programs by analysis of research activities, mutual opening mechanisms, and barriers that hinder transnational co-operation programmes.

4. Prepare co-operation models for the short and long term projects, taking care of the legal aspects, selection criteria, evaluation methods, financial support and monitoring methods. While also identifying gaps in research, stimulating new interdisciplinary work, and pinpointing opportunities. In the long term there will be a strategic approach and plan for European Bioenergy Research, and the development of recommendations for a  framework with an organisational and management structure that is capable of supporting the co-operation between national programmes, in the form of joint programmes, after this project has been completed.

5. Set up pilots of Joint Transnational Research and learn from these pilots:
   Carry out joint transnational research in selected areas as pilots with some of the partners in the consortium and learn from these lessons.

6. Create national political support and expand the collaboration by dissemination of experiences from co-ordination and co-operation of national programmes, which will encourage bioenergy implementation and open up the agreement for new partners, both during and after the project's duration.
